Governing Documents
 
With your purchase of your home/town-home, the seller is required by Pennsylvania law to provide you with a copy of the following documents:
  1. Amended & Restated Declaration – Recorded on December 11, 2018
  2. Amended Park Place By-Laws - Approved November 15, 2018
  3. Supplemental Declaration - Phase 7 and 8 - Recorded on February 5, 2019
  4. Park Place Restrictions and Rules, Rev 4 - Effective April 1, 2022
  5. Park Place Restrictions and Rules Enforcement, Rev 2 - Effective January 1, 2020
  6. Clubhouse & Pool Rules & Regulations, Rev 7 - Effective October 1, 2023
  7. 2024 Park Place Budgets - November, 2023 (Updated December 2023)
If you did not receive copies of these documents please contact the seller or seller’s agent to obtain copies.  Electronic copies can also be found on the Documents page.
 
Please review these documents, especially items 4, 5, & 6, as they cover the day-to-day operation and management of the Association. The governing documents provide, among other things, rules, restrictions, and regulations which you agreed to abide by when purchasing your home. These documents benefit all homeowners by protecting property values and providing a community that is both enjoyable and attractive to live in. If there is an issue between something you were “told” when you purchased your property and the governing documents, the governing documents prevail.
 
 

Budget & Assessment Fees
 
The Park Place Budgets provide the annual, quarterly, and monthly Association fee and applicable Service Area fees. The monthly fees are due by the 15th day of each month. Late fees and penalties are applied after this date.
 
Monthly invoices will not be mailed to you.
 
There are a few ways to pay your HOA bill:
 
Online Payment Via eCheck or Credit Card:
Set up a one-time or recurring payment using eCheck. One-time payments can be made via credit card.
• Visit www.rjcpayments.com.
• Click on the Alliance Bank logo.
• Choose your payment option.
• Recurring payments may be setup by creating an account then selecting “Setup Scheduled Payments” from your account dashboard.
 
Personal Check/Money Order
Write a check payable to "Park Place Cranberry Association" and mail it along with your payment coupon to the address listed on the coupon. Write your homeowner account number on your check.

Your Bank’s Online Bill Pay
Setup "Park Place Cranberry Association" as the payee and have your payments sent to the lockbox address below. Please include your homeowner account number on the check. Your account number is provided by the Management company.

Automatic Recurring Payments

Complete the ACH Authorization Form and return it with a voided check to the Management company’s office. Your payments will be processed on the 15th of each month.

Items 2, 5, & 7 listed above provide the requirements related to the budget, fees, payments, late fees and penalties. Please read these as there can be significant financial penalties, collection, and legal cost assessed to you if your account becomes delinquent.
 

Restrictions & Rules
 
While we strive to be a pet friendly community, Pennsylvania state law, Cranberry Township Ordnance and the Associations governing documents require dog(s) to be on a leash at all times when off your property. Cats are not permitted to be off your property. The Cranberry Township ordinance and Association’s governing documents also require dog owners to pick up and properly dispose of their dog(s) waste. Dogs are NOT permitted in Graham Park. You can review the township ordinance, 2-101, by visiting the township’s website at www.cranberrytownship.org.
 
The Park Place community is a “high density” plan and designed to be a walking community. As such, the streets are narrow with limited parking. Please observe all posted speed limits.  Additionally, a Cranberry Township ordinance prohibits all on street parking except in designated parking areas which are the setback lined parking areas on some of the streets within the plan. No parking is permitted on the alleys or on any Association common property not specifically designated for parking. Parking in the Clubhouse parking lot is restricted to those who are using the Clubhouse and/or pool facilities for the duration they are at the facility. Overnight parking is not permitted and the vehicles will be towed at the owner’s expense, no warnings will be issued.

Requesting Clubhouse & Pool fobs
 
Our clubhouse is secure and under video surveillance. As such, an assigned fob is used to access the clubhouse & pool's numerous amenities:
  • Fitness Center
  • Fitness on demand
  • Golf Simulator
  • Swimming Pool area with lounge chairs, picnic tables, 2 large gas grills and several tables that seat 4 under a trellis and a covered patio area with additional seating
  • Kitchen with a refrigerator, stove, cook top, and microwave
  • Lounge with 2 TV's and fireplace
  • Game room with a TV and 2 pool tables
  • Bathrooms with showers and changing area; family bathrooms with diaper changing station.
  • Outdoor gas fire pit
  • Putting green
  • Bocce ball court
  • Horseshoe pits
  • Children's playground
To obtain a clubhouse & pool fob, please do the following:
  1. Login to the Park Place website
  2. Navigate to Documents -> Forms and choose "New Resident FOB Request"
  3. Complete and submit the fob request form.
  4. The management company will issue your fobs, mailed to you within 5 business days. 
The Association’s social events are limited to residents of Park Place, unless the event specifically states that guests are permitted.

Landscaping
 
The following common area and townhome landscaping services are performed by our HOA-contracted landscaping company and are subject to change based on community needs.
 
Common Areas
  • Grass is mowed once a week during growth season (unless directed otherwise by the Parks and Grounds Committee)
  • Trimming around beds and hard services once a week during growth season
  • Weeding around beds bi-weekly
  • Shrubs and bushes are trimmed twice a year (once in the Spring and once in the Fall)
  • Common areas are mulched bi-annually
  • Any dead plants will be replaced in bulk once a year
  • Snow and/or ice will be cleared from sidewalks by the landscaper
Townhomes
  • Grass is mowed once a week during growth season (unless directed otherwise by the Parks and Grounds Committee)
  • Trimming around beds and hard services once a week
  • Weeding around beds bi-weekly
  • Shrubs and bushes are trimmed twice a year (once in the Spring and once in the Fall)
  • Beds are mulched annually (in the Spring)
  • Annuals can be planted, but are townhome owner responsibility to maintain
  • Gaining approval from the architectural review committee for the addition of any new structures (screen doors, awnings, exterior painting, etc.) or perennial landscaping changes (trees or shrubs, etc.) (request approval via the website)
  • Snow and/or ice will cleared from street sidewalks by the landscaper
  • Snow and/or ice on sidewalks from the stoop to the street or driveways is  the townhome owner's responsibility, and must be cleared within 48 hours of the end of a snowfall and/or ice event (Township Ordinance 302.3.9.1)
  • All other lawn care and building maintenance responsibilities fall under the townhome owner
Single Family Homes
  • All lawn care and building maintenance responsibilities fall under the single family home owner
    • Regular lawn mowing, trimming and management of weeds
    • Maintenance of mulch beds including regular removal of weeds and grass
    • Trimming any low branches that might interfere with pedestrians walking down the sidewalk
    • Gaining approval from the architectural review committee for the addition of any new structures (patios, decks, sheds, garden boxes, storage bins, screen doors, awnings, exterior painting, etc.) or landscaping changes (new trees or shrubs, regrading, etc.) (request approval via the website)
  • Snow and/or ice shall be removed from sidewalks within 48 hours of the end of snowfall and/or an ice event.  Snow and/or ice removed from sidewalks shall not be placed within roads, streets, or alleys.

Board Members, Committee Chairs, & Management Company Contact Information
 
The Park Place Cranberry Association Board is comprised of seven elected volunteer members who are homeowners. The homeowners are owners of single-family homes or townhomes. The board typically meets quarterly on the last Monday of each month of the quarter at 7 pm at the Clubhouse, except when the last Monday is a holiday in which case the meeting is the week before the holiday. Board meeting dates are listed in the monthly newsletter. All residents are welcomed and encouraged to attend, and if interested, can serve on one of our committees.
